There are two different types of transmitters, and depending on which one you have, it plugs into a different port on your computer.
The USB IR transmitter is powered by USB and does not require a battery. It plugs into the USB port on your computer (the network symbol on the plug should face up, in most cases, so that the pins align correctly).
The serial IR transmitter requires a 9V battery. It plugs into the serial port of your computer. (Please note that many laptops and newer computers do not have this port, and have evolved to include only more advanced ports such as USB and FireWire. In this case, use the USB IR transmitter.)
