The camera is probably out of focus.
You can refocus the lego camera by turning the white piece on the camera that the lens is attached to, just as you would to focus an SLR or similar manually-focused camera. This should, if adjusted properly, make the image the camera yields much clearer. If you have a different type of camera, refer to the camera manual or manufacturer's website for more information.
